The Ukrainian government has initiated a structural transition of its defense sector, moving from a primary importer of military aid to a specialized exporter of battle-tested hardware. By 2026, Kyiv plans to operationalize ten weapon export centers across Europe, with a primary concentration in the Baltic and Nordic regions. This initiative facilitates the deployment of domestic technologies, including Unmanned Aerial Vehicles (UAVs) and electronic warfare (EW) systems, within the procurement frameworks of European partners. Supported by established production lines in the United Kingdom and a new facility launching in Germany in February 2026, the strategy leverages the expertise of over 1,000 domestic manufacturers. This expansion aims to generate sustainable funding for internal defense requirements while integrating Ukraine’s private industrial base into the broader European military-industrial complex.
