The Commission’s Defence-Specific Use of the EIC Equity Architecture

How a direct public equity channel may reshape Europe’s defence-tech capital stack

The European Innovation Council is not a new entrant to equity investing. Through the EIC Fund, the Commission already operates a substantial direct-investment architecture inside Horizon Europe, combining grants, equity, and scale-up support for high-growth deep-tech companies. What changed on 15 April 2026 was not the creation of a new defence fund, but the visible operationalisation of that existing machinery inside a defence-specific screening logic. By mobilising experts with defence-domain knowledge, venture and financial expertise, and security-clearance credentials, the Commission signalled that it is preparing to use an established public equity instrument to assess and potentially back companies in critical defence and dual-use technology fields. That development matters because it introduces a new institutional actor into a European defence-tech financing environment that has so far been divided between grant-based instruments, indirect fund-of-funds mechanisms, allied venture vehicles, and a still uneven private specialist-investor base.

This report is structured in nine chapters. It begins by reconstructing the EIC equity baseline and the 2026 Work Programme in order to show that the legal and financial architecture already existed before the April 2026 move. It then analyses the 15 April expert call as the institutional trigger, examining what it reveals about defence technology scope, evaluation design, security conditions, and timing. The middle chapters compare the EIC model with the EIF Defence Equity Facility and the NATO Innovation Fund, and assess what kinds of companies are likely to be favoured by the emerging evaluation logic. The final sections examine the likely implications for investability, geography, valuation formation, syndication, dealflow, and competitive positioning, while distinguishing carefully between what the official evidence already establishes and what remains, at this stage, a forward-looking inference.
