Sovereignty by Federation: Europe in NATO’s HALO Architecture
Can national military satellites create collective scale without surrendering control of tasking, data and resilience?
On 7 July 2026, at the NATO Summit Defence Industry Forum in Ankara, eight Allies launched the Hybrid Alliance Layered Operations in Space initiative, intended to connect sovereign, nationally owned and controlled military satellites into a networked mega constellation serving high-speed communications, intelligence and missile tracking. No funding figure accompanied the announcement. The scale comparison is with the two NATO space lines that do carry disclosed money: Alliance Persistent Surveillance from Space, to which nineteen Allies are contributing the equivalent of more than USD 1 billion, and the NATO SATCOM Services 6th Generation project, through which NATO is investing over EUR 1 billion in satellite communications services for the period 2020–2034. Against those magnitudes, no comparable public budget line exists for HALO at the legal cut-off date. Europe’s immediate interest in the initiative therefore lies less in the headline promise of a mega constellation than in the practical question of what is being federated, by whom, and under which rules. NATO has published no implementation concept, no governance charter, no funding model, no release-authority regime, no interoperability baseline and no command-and-control construct for HALO. The programme is intelligible only when read against the actual structure of current national systems, adjacent NATO initiatives and the institutional logic of allied data federation. Which actor will govern the layer that turns eight separate sovereign fleets into one usable service remains undetermined on the public record.
The first section sets HALO within NATO’s wider space architecture, working the Overarching Space Policy of 2019, the Commercial Space Strategy of 2025, the APSS factsheet, the Data Centric Reference Architecture and Federated Mission Networking, and examining the composition of the launch coalition against NORTHLINK, STARLIFT and the Franco-German JEWEL initiative. The second works the legal, budgetary and procurement mechanics through Regulation (EU) 2023/588, the EU GOVSATCOM Hub, the French Syracuse IV ground segment, German SATCOMBw, British SKYNET 6 and NATO’s Integrated Air and Missile Defence Policy. The third maps the industrial and corporate structure through company and government filings: Airbus across four sovereign satcom programmes, Thales Alenia Space in payloads and integration centres, the OHB–Rheinmetall joint venture for SATCOMBw Level 4, the Nordic entrants ICEYE and Ovzon, Dutch and Norwegian sovereign build-up in SAR and Arctic broadband, Turkish industrial policy around TÜBİTAK and ASELSAN, the Spanish and Italian supplier base assembled around Hisdesat, Leonardo and Telespazio, and the terminal, cryptographic, ground-segment and launch layers represented by Greenerwave, Rohde & Schwarz and Isar Aerospace. The fourth draws the decision-relevant implications for where sovereignty is exercised, which industrial segments become indispensable, how the launch coalition was composed, where intelligence federation stops, and why missile tracking is the most constrained of the three stated priorities.
