Achieving strategic autonomy is not just about policies and technology – it also hinges on mobilizing massive financial resources. Europe’s ambitions require investment on a scale and speed that outstrips traditional budgets. As a result, the EU and its member states are pioneering new financial tools and market mechanisms to channel capital into strategic sectors. A prime example is the surge of interest in defense and security-focused investment funds. In recent years, exchange-traded funds (ETFs) targeting European defense and strategic industries have been launched to attract private investors in Europe’s autonomy drive.
