Europe’s Gripen Capacity Outside Europe

Saab and Embraer’s agreement to prepare the possible production of twenty additional Gripen aircraft in Brazil raises a question that cannot be answered by counting assembly lines. Gavião Peixoto already provides final assembly, production testing, aerostructure support and a qualified aerospace workforce, but the number of additional aircraft that Saab can deliver will depend on whether engines, sensors, electronic-warfare systems, software releases, mission data, certification and export approvals can be supplied at the same pace. The central issue is therefore whether Brazil can remove a binding production constraint or merely provide additional integration capacity within a system whose technical and regulatory control remains concentrated in Sweden and among international suppliers.
The report first reconstructs the strategic demand, order base and institutional logic behind Saab’s decision to expand production capacity outside Europe. It then examines the contractual status of the Saab–Embraer agreement, Swedish and third-country export controls, certification responsibilities and the allocation of work between Linköping and Gavião Peixoto. The industrial analysis maps Brazilian capabilities and the subsystem, software and approval dependencies that remain outside Brazil. The final section assesses the realistic increase in deliverable output, the likely distribution of future orders between the two production sites, and the implications for Saab’s configuration authority, Embraer’s industrial role and the Gripen programme’s capacity to serve additional customers.
