European Precision-Guided Munitions
Production Capacity, Supply-Chain Dependence, and SAFE-Era Demand Signals
The central problem is not whether Europe possesses a precision-guided munitions industry, because it clearly does. The real question is whether that industrial base is sufficient, in scale and in structure, for the present demand environment created by the new Union procurement and industrial framework. Europe has major producers, established missile families, and a recognisable technological base, yet the legal and programme architecture of the SAFE era indicates that missiles, guided munitions, and air and missile defence are being treated as urgent capability priorities. That tension suggests that the issue may not lie only in the existence of final products, but in the interaction between production volume, supply-chain concentration, component dependence, and the conditions required for strategic control.
The report is therefore structured as a disciplined examination of four distinct layers that must not be conflated. It first defines the empirical perimeter of precision-guided munitions in Europe and maps the publicly documented industrial production base by category and producer. It then reconstructs the Union demand and funding architecture through SAFE, EDF 2026, and EDIP 2026–2027, before moving to the more restrictive question of what can actually be verified in public regarding supply-chain stress, critical-component dependence, and industrial bottlenecks. On that basis, the report concludes with a cautious assessment of the likely pathways and time horizons for reducing dependence, distinguishing clearly between what is documented fact and what remains analytical inference.
