Elfly Group (Norway): Strategic-Technological Analysis

Elfly Group is a Norwegian advanced technology company pioneering an all-electric amphibious seaplane (the 9-seat “Noemi”) for short-range transport. The firm, founded in 2018 by entrepreneur Eric Lithun, is based in Bergen with its engineering operations now at Torp Airport (Sandefjord), Norway[1][2]. Elfly’s mission is to replace road and fossil-fuel journeys in fjord and island regions with zero-emission air routes. While the project has strong environmental and commercial motives, its underlying technologies have potential dual-use relevance for surveillance, logistics, or emergency response in Europe’s maritime domains. This report examines Elfly Group’s strategic and technological profile, focusing on how its capabilities align (or not) with European strategic autonomy goals, NATO interoperability, deterrence objectives and supply chain resilience. The analysis surveys the company’s tech portfolio, readiness, program participation, dual-use prospects, partnerships, and gaps in capability. Emphasis is placed on dependencies on foreign suppliers (notably in batteries and rare-earth materials) and the firm’s engagement with European defense and research frameworks.
