Defence Finance Monitor applies a top–down method that traces how NATO, EU and allied strategic priorities are translated into regulations, funding lines and procurement programmes, and then into demand for specific capabilities, technologies and companies. We use official doctrine as the organising frame to identify where strategic relevance is being institutionally defined and where it is materialising in concrete budgets, acquisition pathways and industrial capacity.
Our working assumption is that what becomes structurally relevant in NATO/EU strategy tends, over time, to become relevant also from a financial and industrial point of view. In the European context, this includes the progressive operationalisation of strategic autonomy: the effort to reduce critical dependencies, secure supply chains, strengthen the European defence technological and industrial base, and align regulatory, financial and procurement instruments with long-term security objectives. On this basis, DFM operates as a decision-support tool: it benchmarks investment and industrial choices against institutional demand, clarifies which capabilities are rising on the spending agenda, and maps the funding instruments, eligibility constraints and supply-chain factors that shape real-world feasibility across investors, industry, public authorities and research organisations.

Europe’s Rearmament Race Against U.S. Force Constraints
The United States has begun adjusting the forces it pledges to NATO planning while conducting a broader review of its military posture in Europe. At the same time, European defence expenditure is rising rapidly and the EU has created new financing instruments intended to support joint procurement and industrial expansion. The difficult question lies between those two developments. More money and more platforms do not automatically replace the command architecture, intelligence and targeting, aerial refuelling, strategic transport, missile defence, space services, logistics, maintenance and reinforcement capacity that allow military formations to operate at scale. Europe therefore faces not simply a spending problem, but a conversion problem: how quickly can political responsibility become operational capacity if American availability becomes more constrained?
The report reconstructs that problem function by function rather than through aggregate spending or troop numbers. It examines where Europe already possesses credible alternatives, where new procurement is still only complementary to U.S.-enabled capabilities, and where apparently European capacity continues to depend on external software, data, sustainment or release authority. It then follows the financing chain through SAFE, EDIP, EIB lending and national budgets and tests it against actual industrial expansion in missiles, radars, energetics and infrastructure. Four accompanying annexes map 22 U.S.-enabled functions, the transition timetable, the principal financing instruments and the decisions that governments will have to take as the American and European clocks begin to diverge.
NATO’s Counter-Drone Gap Is Now Between Testing and Procurement
NATO has made counter-drone capability an urgent priority. Baltic Trust 2026 brought military operators, NATO organisations and industry together in Latvia to test whether sensors, command systems and countermeasures could function as a layered system under realistic conditions. At almost the same time, Allies were declaring more than $40 billion of counter-drone investment over five years and NATO agencies were establishing procurement frameworks for deployable systems. Yet these events belong to different institutional chains. An exercise can demonstrate that technologies work together. It does not by itself establish a controlled configuration, an accepted requirement, a production order or a capability that a military unit can deploy and sustain without the engineers who assembled it for the test.
DFM reconstructs the entire passage between those two states. The analysis follows NATO’s experimentation campaign, the evidence generated in live exercises, interface standards such as SAPIENT, data and intellectual-property rights, configuration authority, NATO and national funding channels, the NCIA and NSPA procurement frameworks and the legal boundaries between NATO, EU and national acquisition rules. The commercial question is particularly important for suppliers: participation in an exercise can demonstrate relevance and improve access to customers, while framework selection can establish eligibility to receive orders. Neither is equivalent to contracted demand. The report identifies the documentary and contractual events that must occur before technical success becomes an executable acquisition.
Europe’s Heavy Gap-Crossing Conversion Problem
European armies are buying tanks, artillery systems and heavier logistics fleets, but those forces must still move across rivers, canals, destroyed bridges and other obstacles. Europe is therefore recapitalising military bridging: Germany and the United Kingdom have contracted the successor to the M3 amphibious system, France is rebuilding its floating-bridge capacity, Poland and Sweden are expanding their fleets and the Netherlands has introduced new equipment while pursuing additional amphibious capability. The figures look substantial when expressed as vehicles, bridge metres or contract values. None of those measures answers the operational question that matters most: how many complete, independent heavy crossing routes can European combat engineers establish and sustain simultaneously when several formations need to move at once?
The report therefore does not count bridges. It reconstructs the complete conversion chain across six European armies: reconnaissance, trained crews, transport, propulsion, anchoring, command, maintenance, spares, qualification, acceptance and the general-support systems needed to release scarce assault equipment for the next crossing. It distinguishes close-support bridge-layers, amphibious systems, modular floating bridges and follow-on bridging because each solves a different part of the manoeuvre problem. It also traces the major procurement programmes through contract, delivery, qualification and military introduction, asking where current inventories end and future capability begins. The result is a different way of measuring European land-force expansion: not by equipment purchased, but by the repeatable operational routes those purchases can eventually generate.
Why $345 Million of Abrams Transmission Orders Still Has No Unit Price
A U.S. Army contract announcement can contain several large numbers that appear to describe the same purchase while in fact referring to different financial states. The latest Allison Transmission action for the Abrams programme carries a $67.48 million action value, a $345.17 million cumulative contractual figure and $90.67 million obligated at award. The cumulative amount spans several years, multiple U.S. funding channels and Foreign Military Sales customers. What the public announcement does not provide is the denominator required to turn those figures into a meaningful component price: quantities, configurations, contract lines and the division between new transmissions, upgraded units, kits and technical support.
DFM reconstructs the transaction from the underlying procurement record rather than deriving a fictitious unit price from headline values. The report separates action value, cumulative contract value, obligation, expenditure, payment and corporate revenue; traces four successive Army awards; follows the appropriations and Army Working Capital Fund channels; examines the indefinite-delivery vehicle and Foreign Military Sales cases involving the United States, Australia, Taiwan, Poland and Romania; and then maps production, tooling, technical-data rights, testing and acceptance. The exercise is not merely accounting. It shows how a defence contract can represent substantial and durable demand while remaining impossible to translate into a valid unit-economic comparison until the correct contractual object becomes visible.
