Defence Finance Monitor applies a top–down method that traces how NATO, EU and allied strategic priorities are translated into regulations, funding lines and procurement programmes, and then into demand for specific capabilities, technologies and companies. We use official doctrine as the organising frame to identify where strategic relevance is being institutionally defined and where it is materialising in concrete budgets, acquisition pathways and industrial capacity.
Our working assumption is that what becomes structurally relevant in NATO/EU strategy tends, over time, to become relevant also from a financial and industrial point of view. In the European context, this includes the progressive operationalisation of strategic autonomy: the effort to reduce critical dependencies, secure supply chains, strengthen the European defence technological and industrial base, and align regulatory, financial and procurement instruments with long-term security objectives. On this basis, DFM operates as a decision-support tool: it benchmarks investment and industrial choices against institutional demand, clarifies which capabilities are rising on the spending agenda, and maps the funding instruments, eligibility constraints and supply-chain factors that shape real-world feasibility across investors, industry, public authorities and research organisations.

The Search for a Decisive Battle
The asymmetry in the Iran campaign is not one of force. It is one of temporal structure. A strategy built around a decisive blow concentrates means and expectation upon a point; a strategy of attrition distributes action along a process that has no culminating points at all. Set the first against the second and it fails for an elementary reason: it cannot find the point. Every blow conceived as decisive turns out, the following day, to have been simply a blow. By the fifth month the tally is considerable — more than a thousand targets struck in the opening twenty-four hours, five thousand within ten days — and the outcome is absent. What accumulates instead is the cost of having announced it. Each announcement converts a military action into a political promise, and every unkept promise is public, dated and measurable. This is not an argument that Tehran is winning: its conventional forces are severely degraded and deadlock, not Iranian victory, is the credible forecast. Attrition is what a party that cannot win chooses instead of losing quickly.

Directed Energy and Hypersonics in Europe, 2025–2035
Two European dossiers are routinely discussed as one, and they are at entirely different stages. The laser dossier contains a demonstrator that has sailed 28,000 nautical miles aboard a frigate, more than a thousand shots against air, sea and land targets, a development contract signed on 9 June 2026 with operational status targeted for 2029, and a British production contract placing a system on a Type 45 destroyer from 2027 at roughly £10 a shot. The counter-hypersonic dossier contains concept-definition programmes, a Mission Definition Review reached in May 2026, and an interceptor architecture that is a three-stage missile rather than a beam. Treating the first as evidence for the second is the escalator this report refuses. It also isolates a gate rarely discussed: impact tests on nominally identical materials and parameters still diverge between institutes, and no procurement authority scales a weapon whose performance data cannot be reproduced.
For placing capital or specifying a programme: the official programme values that form a hard demand floor against market estimates that do not reconcile across providers, the four points in the stack where value actually accrues, and the compliance layering — military list against dual-use, and the Article 36 review that extends into software and targeting-chain changes.

Quantum-Secured Tactical Networks and Europe’s Secure Communications Sovereignty
The regulation that embeds EuroQCI inside the Union’s secure connectivity programme also states that QKD technology and products are not yet sufficiently mature to protect EU classified information, citing unresolved protocol standardisation, side-channel analysis and evaluation methodology. That admission, taken from the primary instrument rather than from its critics, settles what the European position actually is: neither QKD everywhere now, nor PQC alone. What has changed is the accumulation around it. Three post-quantum standards were approved in August 2024; a Commission recommendation and a Member State roadmap now set migration discipline; and a 2026 EDF topic carrying an indicative €14 million, with one proposal expected to be funded, asks industry to solve continuous SDN control of key rerouting, drone-borne QKD nodes interoperable with software-defined radios, hybrid schemes combining QKD, PQC and PUFs, and demonstrators at the deployable tactical edge. A quantum-safe design is not yet a legal obligation. It has become the prudent default.
For a bid or a product roadmap: the hybrid architecture logic that determines which technology carries which assurance burden, the standards and certification map — interoperable key-management API, protection profile, ISO/IEC evaluation methods — that converts a supplier claim into a specification a buyer can accept, and where in that stack value accrues.

Critical Materials for European Defence
China accounts for roughly 94 per cent of sintered permanent magnet production and about 91 per cent of refined output — against some 60 per cent of mined production. The dependence is not where the deposits are. It sits in the stages that turn minerals into usable inputs: separation into oxides, metal making, master alloys, strip-cast flakes and powders, sintered magnets, then qualification. Europe is more than 99 per cent dependent at the processing stage for magnet rare earths and 98 per cent for gallium. Export controls turn that concentration into leverage with precision: the April 2025 Chinese measures reach samarium-cobalt and terbium- and dysprosium-bearing NdFeB materials, explicitly including magnetic powders — the exact classes used where heat, vibration and pressure rule out commodity substitution. Sixty strategic projects have been designated. Designation improves permitting and visibility; it does not close financing, secure feedstock, or reserve output for European users under stress.
