The public pathway from JRTC lesson identified to resilient company-level transport
In June 2025 the Army asked Congress for $862.000 million in base procurement, and $866.347 million in total against 1,835 units, under a single consolidated line called Tactical Network Communication — the account through which the transport layer of Next Generation Command and Control is bought. The same line drew $378.645 million for 151 units in the preceding year, and it sits inside a communications and electronics budget activity requesting $6,426.662 million for the fiscal year. What that money buys at the quick halt is set out with unusual precision: a network appliance, a geosynchronous terminal with the potential to be certified for medium Earth orbit, a commercial low Earth orbit flat-panel terminal, and a multi-orbit antenna designated for command and control nodes from battalion to division. What it does not name is the echelon at which the July 2026 account of Joint Readiness Training Center rotation 26-06 places the failure. Maj. Jonathan Steel writes in Army Communicator that brigade and battalion command posts held command and control through repeated transport denial because redundancy already existed there, and that companies had no robust high-bandwidth beyond-line-of-sight option once commercial or cellular transports were contested. The structural constraint follows from the arithmetic rather than from the narrative: a transport line sized for battalion-to-division nodes does not become a company package by being spent faster. What remains unresolved is what would have to be true for it to become one.

The third works the technology map: High Capacity Radio Systems, Secure Wireless and the Mobile Broadband Kit, the tactical-radios portfolio, the Center for Army Lessons Learned study of high-frequency radio published in June 2026, and the accounts of Starshield at Arcane Thunder 26 and in air-defence networking in the first island chain. The fourth sets out what the disclosed record permits, and what would overturn it. This report does not rank the suppliers it names, does not value them, and does not assess whether any of the programmes described will be funded to completion.
