Industrial biology, bio-based materials, enzymes, fermentation and circular biological production in European strategic autonomy
Europe’s bioeconomy is moving from environmental policy into the harder terrain of industrial capability. The strategic issue is no longer whether biotechnology can produce cleaner materials, ingredients or chemicals, but whether Europe can turn enzymes, fermentation, biorefineries, biomaterials and circular biological production into scalable assets that reduce dependence on imported fossil-based inputs, petrochemical intermediates, agricultural inputs and non-European production platforms. This is why the relevant biotechnology universe is not the ordinary healthcare equity market. For Defence Finance Monitor, the core question is which biological production systems can alter Europe’s dependency structure across chemicals, materials, agrifood, clean industry and selected biomanufacturing chains.
The report is structured in four sections. The first defines the strategic problem and explains why the EU bioeconomy has become part of industrial resilience and strategic autonomy. The second examines the technology and production base, from fermentation, enzymes and biocatalysis to biorefineries, bio-based chemicals and biomaterials. The third maps the European policy, funding and regulatory architecture, including the EU Bioeconomy Strategy, STEP, CBE JU, Horizon Europe, EIT Food, EIB finance and the relevant EU legal framework. The fourth provides the Defence Finance Monitor assessment of the companies, production assets and capability classes that matter most, separating strategically central industrial biotechnology from adjacent bio-based markets and non-core clinical biotech.
